Short answer
You are ready for e-invoicing when two things are true: your invoicing system can meet the tax authority's technical requirements, and the process behind each invoice is clean. That means accurate customer, product and tax data, clear approval of prices and credit notes, a way to correct rejected invoices quickly, and someone who owns the process. In Mauritius, the binding date for your business is the one set by the MRA's stages or in a written notice to you, which can apply regardless of turnover.
What is e-invoicing, and why now?
E-invoicing means invoices are created, sent and often validated in a structured electronic format through a system linked to the tax authority, rather than as a PDF or paper document. Several tax systems reached a milestone on 1 September 2026.
Mauritius. Under the Mauritius Revenue Authority's e-invoicing system, businesses must fiscalise invoices or receipts with the MRA in real time before issuing them. The MRA lists its Phase 3 stages as launched for large taxpayers above MUR 100 million (15 May 2024), medium-sized taxpayers above MUR 100 million (1 August 2025), above MUR 80 million (30 June 2026) and above MUR 40 million (1 September 2026). Under section 20A(2) of the VAT Act, the Director-General can also require a business to e-invoice by written notice regardless of turnover (MRA).
France. All companies must be able to receive e-invoices from 1 September 2026, and large and mid-sized companies must also issue them electronically from that date. Small and micro-enterprises have until 1 September 2027 to issue them (impots.gouv.fr; impots.gouv.fr FAQ). Businesses that do not issue invoices are still affected, because they must be able to receive them.
European Union. The VAT in the Digital Age (ViDA) package, adopted on 11 March 2025, will roll out until January 2035, with digital reporting requirements for cross-border B2B transactions from 1 July 2030 (European Commission).
Why is e-invoicing a process problem, not just an IT one?
A paper or PDF invoice tolerates small errors: a missing tax number, an old address, a price agreed by phone. A structured e-invoice checked in real time does not. E-invoicing exposes everything upstream of the invoice:
- Master data. Customer names, registration and VAT numbers, addresses, product codes and tax rates must be correct and in one place.
- Pricing and approvals. Discounts and special prices must be approved before invoicing, not fixed afterwards.
- Credit notes and corrections. Once an invoice is fiscalised or transmitted, corrections usually go through formal credit notes, which need their own approval.
- Exceptions. Someone must own rejected or failed invoices and fix them quickly.
- Several systems. If invoices come from an ERP, a POS and a spreadsheet, each one needs a compliant route.
What is on the e-invoicing readiness checklist?
| Area | Ready when… |
|---|---|
| Scope and date | You know which rules apply to you, from which date, in each country where you invoice. |
| Systems | Every system that issues invoices has a compliant route, through a certified or self-certified solution where required. |
| Master data | Customer and product data is cleaned, owned and protected from casual changes. |
| Approvals | Prices, discounts and credit notes are approved before they reach the invoice. |
| Receiving | You can receive structured invoices from suppliers and match them to orders. |
| Exceptions | Rejected invoices have an owner, a target time to fix, and a log. |
| Testing | Test invoices, credit notes and edge cases have gone through end to end. |
| Records | Invoices and validation evidence are archived for the required period. |
Who should own e-invoicing readiness?
Finance usually owns e-invoicing, but it cannot succeed alone. Sales and customer service create the prices, discounts and customer details that end up on the invoice. Operations confirms what was delivered. IT or the software provider connects the systems. A good set-up names one owner in finance, with a short list of contacts in each of those teams, and a weekly check of rejections and corrections until the process is stable.
Decisions about where invoice and customer data is processed, for example which cloud service or provider holds it, belong to the business and should follow its own appetite for risk, within what the law requires.
How do you get ready, step by step?
- Confirm your scope and date with the tax authority's published stages and any notice you have received, and with your accountant or adviser.
- List every invoicing route, including side spreadsheets and manual invoices.
- Clean the master data for active customers and products first.
- Talk to your software provider about certification status, timelines and costs.
- Tighten approvals for prices, discounts and credit notes. Our guide on replacing email and spreadsheet approvals helps here.
- Test, then go live with a named owner watching rejections daily for the first weeks.
The order matters. A compliant system fed with poor data will produce rejected invoices, delayed payments and frustrated customers.
Update, 25 September 2026: the Mauritius Electronic Transactions (Amendment) Act 2026 came into operation. It updates the definition of electronic records and adopts a reliability-based, technology-neutral standard for electronic signatures (Laws of Mauritius; Act No. 5 of 2026). It supports moving the approvals and records around invoicing fully online.

Frequently asked questions
When does e-invoicing apply to my business in Mauritius?
It depends on your stage. The MRA publishes the stages by taxpayer category and turnover, and under section 20A(2) of the VAT Act it can require a business to e-invoice by written notice regardless of turnover. Check the MRA page and any notice you have received.
Do small businesses in France need to e-invoice from September 2026?
All companies must be able to receive e-invoices from 1 September 2026. Small and micro-enterprises have until 1 September 2027 to issue them.
Is a PDF invoice an e-invoice?
Generally not for these regimes. E-invoicing means a structured electronic invoice sent or validated through the required system, not a PDF sent by email.
What is the biggest e-invoicing readiness risk?
Poor master data and loose approvals upstream of the invoice, which lead to rejected invoices and delayed payments once validation is automatic.
